Members are reminded to take note of the indice base change effective January 2017 when reading the Stats-SA indices’ publications. P0141 & P0151 are particularly relevant to SAFCEC members. This change has particular implications for CPA calculations required for civil engineering projects.
For calculations up to and finally ending with December 2016 indices; no changes are required to be made.Continue to use indices from Table A (which has a base of 2012 = 100).
For existing and current projects requiring CPA calculations going beyond January 2017, it is advised to implement and use indices taken from Table X12.(Refer "Stats SA Discontinuation of Table 14 of P0141 [Additional Tables]"). Indices required from January 2017 will be calculated by taking the new indices from Table X16, and converting it to a base of 2012 = 100, by means of the conversation factors provided by Stats SA.
For new projects, i.e. requiring new CPA calculations starting in January 2017 onwards (i.e. Month No. 1) - it is advisable to use indices taken from Table X16. However, for the base date indices, it is required to convert 2012 = 100 indices (Table X12) to 2016 = 100 basis, already reflected for easy reference in Table X16 (January 2008 to December 2016) of the SAFCEC spreadsheet.
